Jasper St. Pierre 1e1fc65979 Start the long, arduous process of killing TextureHolder

This does mean that the textures panel will (temporarily)
go missing until I can do a bit more work on my side to
deduplicate / bring it back.

But it does mean that we can stop carrying around all these
terrible workarounds for TextureHolder, and load some
things that we should have loaded before.
