Ruben Di Battista ef26e7a10b various py-<ports>: re-add py34 subport 
Community consensus appears to be to keep py-pip, py-setuptools,
and py-virtualenv available for EOL Python versions.
To be able to do so, this commit adds back PY34 subports for several
Python ports that are needed before we can update to the v2.x branch of
py-virtualenv.
