php-intl, php-mysql_xdevapi: known_fail on 10.6
...
The php 7.1/7.2/7.3 bug that prevents php-intl and php-mysql_xdevapi
from building on 10.7 also prevents them from building on 10.6 now that
we use a newer MacPorts clang on 10.6.
