Kathy WuandCopybara-Service 7c8bc69dd0 fix: Ensure open api tool service account exchanger uses quota project id for ADC 
gcloud auth team requested that we audit ADK's codebase for places where ADC (google.auth.default) is used, and make sure that the quota project id header is being populated.

BREAKING CHANGE: `token` attribute of OAuth2Auth credentials used to be a dict containing both access_token and refresh_token, given that may cause confusions, now we replace it with access_token and refresh_token at top level of the auth credentials
