Watson Zeng 0bc64a7946 tests: tls: add toolchain filter ...

tls rely on both arch has tls and toolchain support tls, add filter:
CONFIG_TOOLCHAIN_SUPPORTS_THREAD_LOCAL_STORAGE for
some tests enabled tls.
