Marti Bolivar dc91536855 printk: add vprintk() ...

This is needed by application code that wants to print formatted
strings, but only has a fmt and va_list, and lacks memory to spare for
"buf" and something like:

	 vsnprintk(buf, sizeof(buf), fmt, ap);
	 printk("%s", buf);
