Julien Massot 36f116b47f scripts/arch: remove usage of deprecated LooseVersion ...

replace with version.parse from packaging module.

prevent this warning message:
DeprecationWarning: The distutils package is deprecated
and slated for removal in Python 3.12. Use setuptools or
check PEP 632 for potential alternatives
