Current QEMU build will produce many different SPI layouts due to different build feature flags, such as source level debug support. Since QEMU is a virtual platform, it is better to relax the size so as to have consistent SPI layout. It will make it easier for debug. This patch produces fixed QEMU image size (2MB).
