Gautam Dawar 2d1fcb7758 vhost-vdpa: uAPI to get virtqueue group id ...

Follows the support for virtqueue group in vDPA. This patches
introduces uAPI to get the virtqueue group ID for a specific virtqueue
in vhost-vdpa.
