A call to usb_set_interface() crashes if the device is deallocated
concurrently, such as due to physical removal or a serious IO error.
It could also interfere with other drivers using the device if the
current driver is unbound before the call is finished.
Document the need to delay driver unbinding until this call returns,
which solves both issues.
Document the same regarding usb_clear_halt(), which is equally known
to be routinely called by drivers.
Explicitly mention finishing pending operations in the documentation
of the driver disconnect callback.

A type of inconsistency that can show up in control URBs is when the
setup packet's wLength value does not match the URB's
transfer_buffer_length field. The two should always be equal;
differences could lead to information leaks or undefined behavior for
OUT transfers or overruns for IN transfers.
This patch adds a test for such mismatches during URB submission. If
the test fails, the submission is rejected with a -EBADR error code
(which is not used elsewhere in the USB core), and a debugging message
is logged for people interested in tracking down these errors.

Keep the textual reference to ch9.h as it was prior to commit
caa93d9bd2 ("usb: Fix up movement of USB core kerneldoc location").
As linux/usb/ch9.h does not contain comments anymore, explain
that drivers/usb/common/common.c includes such header and provides
declarations of a few utilities routines for manipulating the data types
from ch9.h. Also mention that drivers/usb/common/debug.c contains
some functions for creating debug output.

Commit 855b35ea96c4 ("usb: common: move function's kerneldoc next to its
definition") moved the USB common function documentation out of the
linux/usb/ch9.h header file into drivers/usb/common/common.c and
drivers/usb/common/debug.c, which causes the following 'make htmldocs'
build warning:

The typec_bus.rst asks for documentation of those two
functions, but they don't exist:

Also, they're not declared on bus.c but, instead, at a header
file (typec_altmode.h).
So, add documentation for both functions at the header and

to the right place.
While here, also place the documentation for both structs
declared on typec_altmode.h at the rst file.
