vanjeff b290614d49 Port PlatformDriOverrideDxe into R9. ...

1. Add one OverrideVariableGuid in MdeModulePkg
2. Add one library PlatDriOverLib used by PlatformDriOverrideDxe.
3. Add PlatformDriOverrideDxe in MdeModulePkg
