Bi, Dandan e0c93c9b76 MdeModulePkg/SmmCorePerfLib: Add DxeServicesLib library class in INF

SmmCorePerformanceLib consume the DxeServicesLib, but miss to
add the library class in INF file.
This patch is to fix this issue.
