Dandan Bi 58e8a1d804 MdeModulePkg: Move BaseUefiTianoCustomDecompressLib to ...

We will remove IntelFrameworkModulePkg,
but BaseUefiTianoCustomDecompressLib may still need
to be used. So move BaseUefiTianoCustomDecompressLib
from IntelFrameworkModulePkg to MdeModulePkg.
