BobCF a3623244b9 BaseTools: Fix an issue in HiiPcd generation ...

DynamicHiiPcd may be used by PEIM or DXE driver.
All used DynamicHiiPcd value should be collected and placed into
the default setting PCD PcdNvStoreDefaultValueBuffer.
