gdong1 3176d84fe8 CorebootModulePkgPkg: Expose FindCbTag API from CbParseLib ...

CbPlatformSupportLib might use FindCbTag() API to parse
platform specific information. So expose this API.
And add EFIAPI to all functions in CbParseLib.
