If Structure PCD and Normal Pcd refer to the
same EFI variable, do EFI variable merge, otherwise, do
EFI variable combination.

FlexibleFieldName was never used not set.
DefinitionPosition (file and line number) are recalculated
and never used outside the function. remove the saving of the
data.

When the Pcd defined in components section, its value's size is larger
than the value's size in [pcd] section, it cause build error, because
original code use the size get in [pcd] section as max size.
