Bob Feng 8ddec24dea BaseTools:Updata the output encoding of the Popen function
BZ:https://bugzilla.tianocore.org/show_bug.cgi?id=2015

Not all output works in utf-8, so change the encoding to
the default

This patch is going to fix that issue.

language Windows, python exception occurring.
UnicodeDecodeError: 'ascii' codec can't decode byte 0xbd
in position 3528: ordinal not in range(128)

Deal with bytes and str is different, remove the unicode(),
correct open file parameter.
Using utcfromtimestamp instead of fromtimestamp.

Liming Gao 1ccc4d895d Revert BaseTools: PYTHON3 migration
This reverts commit 6693f359b3c213513c5096a06c6f67244a44dc52..
678f851312.

Python3 migration is the fundamental change. It requires every developer
to install Python3. Before this migration, the well communication and wide
verification must be done. But now, most people is not aware of this change,
and not try it. So, Python3 migration is reverted and be moved to edk2-staging
Python3 branch for the edk2 user evaluation.

Liming Gao 1d574dfc15 BaseTools: Update Rsa2048Sha256Sign to use openssl standard options
sha256 is not the standard option. It should be replaced by sha -sha256.
Otherwise, it doesn't work in MAC OS.

In V2, update the option to sha1 -sha256.
In late openssl version >= 1.1, there is no sha option, but has sha1,sha256.
In previous openssl version < 1.1, there is no sha256, but has sha,sha1.
To work with all openssl version, use sha1 -sha256 for it.
