This commit stops the library from querying the protocol database for
the status code protocol at the time of library function use. This logic
can result in a TPL inversion if the protocol has not yet been cached
and the caller is calling the library function when the TPL is higher
then TPL_NOTIFY.
Instead, the protocol is now located during the constructor of the
library. If the protocol is not found, then an on-protocol install event
is registered which will cache the protocol. A destructor is also added
to close the event in the scenario that the driver is unloaded before
the protocol is installed.

The EFI_STATUS_CODE_DATA_MAX_SIZE is defined as 200 in MdeModulePkg.
After reducing 96byte buffer for variable parameters it is limited to
only 104 char debug string. This is a non-necessary limitation.
This change sets EFI_STATUS_CODE_DATA_MAX_SIZE to 0x200, and moves
MAX_EXTENDED_DATA_SIZE definition to the same header file with value
of EFI_STATUS_CODE_DATA_MAX_SIZE + sizeof (EFI_STATUS_CODE_DATA)
which is used in ReportStatusCodeLib to support longer debug string.

Refine code logic.
When report status code with ExtendedData data,
and the extended data can fit in the local static buffer,
there is no need to use AllocatePool to hold the ExtendedData data.
This patch is just to do the enhancement to avoid using AllocatePool.

2. Use DEBUG error message instead of ASSERT(FASLE) when extended data is too large
