0ab766c6b6 MdeModulePkg: Add unit tests for DxeReportStatusCodeLib 
This commit adds a host based unit test for DxeReportStatusCodeLib
that ensures that the platform cannot invert the TPL on an initial
call to ReportStatusCode functionality.
