Isaac Oram 63f9e0d918 Features/Intel: Reduce duplicate code

Enable simpler initialation of the MinPlatformPkg feature
selection PCD.  Most features and boards don't benefit from
initializing these.

EDK II Minimum Platform Firmware System Information Advanced Features

This feature domain directory contains advanced features that produce system information.

Features may be added to this domain whose primary role and responsibility is related to producing structures for system information. The system information structures supported should be standardized in a public document such as an industry standard specification or white paper. The feature documentation must be referenced in the Readme.md file in the feature package.
