8e78990a53 Platform/Hisilicon: Replace BSD License with BSD+Patent License

Replace BSD 2-Clause License with BSD+Patent License.  This change is

a58dcf22b4 Platform Silicon: remove ArmPlatformInitializeSystemMemory () functions 
The function ArmPlatformInitializeSystemMemory () has been removed from
ArmPlatformLib, so remove all the [empty] implementations provided by
the various platforms.
