The monorepo consolidation dropped the whole tools/ directory, but
linux_build_qt.yml's 'Install Packages' step and scripts/linux/appimage-qt.sh
still call tools/retry.sh — so the blocking Linux arm64 job failed at
'Install Packages' in ~29s (before any compile). Restore the script
byte-for-byte from history (blob 453d64f, exec bit set).
