- remove always-true test
- neaten request_irq() indentation
This change's main purpose is to prepare for the patchset in
jgarzik/misc-2.6.git#irq-remove, that explores removal of the
never-used 'irq' argument in each interrupt handler.

Given that the corresponding source file i2c-yosemite.c file was
removed in commit daa4a68f90, and that
no one else includes this file, it seems safe to delete it.

In particular as-is it's not suited for multicore and mutiprocessors
systems where there is on guarantee that the counter are synchronized
or running from the same clock at all. This broke Sibyte and probably
others since the "[MIPS] Handle R4000/R4400 mfc0 from count register."
commit.

This replaces the MIPS-specific to_tm function with the generic
rtc_time_to_tm function. The big difference between the two functions is
that rtc_time_to_tm uses epoch 70 while to_tm uses 1970, so the result of
rtc_time_to_tm needs to be fixed up.

Hard to follow who is pointing what to where and why so it's simply getting
in the way of the time code renovation.

This has not been any serious user of this ill conceived thing since the
original invention in like '95.

MIPS doesn't do CPU hotplugging yet but since many of the functions don't
even have an __init let's fix this right.

[PATCH] sched: implement cpu_clock(cpu) high-speed time source
broke the build of several MIPS platforms which were already using the
symbol cpu_clock for the own purposes.
