We are changing expire_nodest_conn to work even for reused connections when
conn_reuse_mode=0, just as what was done with commit dc7b3eb900 ("ipvs:
Fix reuse connection if real server is dead").
For controlled and persistent connections, the new connection will get the
needed real server depending on the rules in ip_vs_check_template().

nr_free_buffer_pages could be exposed through mm.h instead of swap.h.
The advantage of this change is that it can reduce the obsolete
includes. For example, net/ipv4/tcp.c wouldn't need swap.h any more
since it has already included mm.h. Similarly, after checking all the
other files, it comes that tcp.c, udp.c meter.c ,... follow the same
rule, so these files can have swap.h removed too.
Moreover, after preprocessing all the files that use
nr_free_buffer_pages, it turns out that those files have already
included mm.h.Thus, we can move nr_free_buffer_pages from swap.h to mm.h
safely. This change will not affect the compilation of other files.

Similar to earlier patches: allow ipv4 and ipv6 to use the
same handler. ipv4 and ipv6 specific actions can be done by
checking state->pf.

ipvs has multiple one-line wrappers for hooks, compact them.
To avoid a large patch make the two most common helpers use the same
function signature as hooks.
Next patches can then remove the oneline wrappers.

estimation_timer will iterate the est_list to do estimation
for each ipvs stats. When there are lots of services, the
list can be very large.
We found that estimation_timer() run for more then 200ms on a
machine with 104 CPU and 50K services.

In some cases(for example a large K8S cluster with many ipvs services),
ipvs estimation may not be needed. So adding a sysctl blob to allow
users to disable this completely.

ip_vs_conn_tab_bits may be provided by the user through the
conn_tab_bits module parameter. If this value is greater than 31, or
less than 0, the shift operator used to derive tab_size causes undefined
behaviour.
Fix this checking ip_vs_conn_tab_bits value to be in the range specified
in ipvs Kconfig. If not, simply use default value.

Adds the random twos choice load-balancing algorithm. The algorithm will
pick two random servers based on weights. Then select the server with
the least amount of connections normalized by weight. The algorithm
avoids the "herd behavior" problem. The algorithm comes from a paper
by Michael Mitzenmacher available here
