0273954595 net: Fix data-races around sysctl_[rw]mem(_offset)?.
While reading these sysctl variables, they can be changed concurrently.
Thus, we need to add READ_ONCE() to their readers.

  - .sysctl_rwmem
  - .sysctl_rmem_offset
  - .sysctl_wmem_offset

9cc341286e dn_route: set rt neigh to blackhole_netdev instead of loopback_dev in ifdown

dc5306a8c0 decnet: Use container_of() for struct dn_neigh casts
Clang's structure layout randomization feature gets upset when it sees
struct neighbor (which is randomized) cast to struct dn_neigh:

net/decnet/dn_route.c:1123:15: error: casting from randomized structure pointer type 'struct neighbour *' to 'struct dn_neigh *'
			gateway = ((struct dn_neigh *)neigh)->addr;
				   ^

Update all the open-coded casts to use container_of() to do the conversion
instead of depending on strict member ordering.

b6459415b3 net: Don't include filter.h from net/sock.h
sock.h is pretty heavily used (5k objects rebuilt on x86 after
it's touched). We can drop the include of filter.h from it and
add a forward declaration of struct sk_filter instead.
This decreases the number of rebuilt objects when bpf.h
is touched from ~5k to ~1k.

There's a lot of missing includes this was masking. Primarily
in networking tho, this time.

3f96d64497 net: decnet: fix netdev refcount leaking on error path
On building the route there is an assumption that the destination
could be local. In this case loopback_dev is used to get the address.
If the address is still cannot be retrieved dn_route_output_slow
returns EADDRNOTAVAIL with loopback_dev reference taken.

Cannot find hash for the fixes tag because this code was introduced
long time ago. I don't think that this bug has ever fired but the
patch is done just to have a consistent code base.
