7d8c7bc99a devlink: fix port new reply cmd type

Due to a c&p error, port new reply fills-up cmd with wrong value,
any other existing port command replies and notifications.

Fix it by filling cmd with value DEVLINK_CMD_PORT_NEW.

Skimmed through devlink userspace implementations, none of them cares
about this cmd value.

30d8d56aee devlink: fix port dump cmd type

Unlike other commands, due to a c&p error, port dump fills-up cmd with
wrong value, different from port-get request cmd, port-get doit reply
and port notification.

Fix it by filling cmd with value DEVLINK_CMD_PORT_NEW.

Skimmed through devlink userspace implementations, none of them cares
about this cmd value. Only ynl, for which, this is actually a fix, as it
expects doit and dumpit ops rsp_value to be the same.

Omit the fixes tag, even thought this is fix, better to target this for
next release.

ef3d6ed3c8 devlink: Fix referring to hw_addr attribute during state validation

When port function state change is requested, and when the driver
does not support it, it refers to the hw address attribute instead
of state attribute. Seems like a copy paste error.

Fix it by referring to the port function state attribute.

aba0e909dc devlink: Hold devlink lock on health reporter dump get
Devlink health dump get callback should take devlink lock as any other
devlink callback. Otherwise, since devlink_mutex was removed, this
callback is not protected from a race of the reporter being destroyed
while handling the callback.

Add devlink lock to the callback and to any call for
devlink_health_do_dump(). This should be safe as non of the drivers dump
callback implementation takes devlink lock.

As devlink lock is added to any callback of dump, the reporter dump_lock
is now redundant and can be removed.

56e6531283 devlink: push object register/unregister notifications into separate helpers
In preparations of leftover.c split to individual files, avoid need to
have object structures exposed in devl_internal.h and allow to have them
maintained in object files.

The register/unregister notifications need to know the structures
to iterate lists. To avoid the need, introduce per-object
register/unregister notification helpers and use them.

390a24cbc3 devlink: Expose port function commands to control IPsec packet offloads
Expose port function commands to enable / disable IPsec packet offloads,
this is used to control the port IPsec capabilities.

When IPsec packet is disabled for a function of the port (default),
function cannot offload IPsec packet operations (encapsulation and XFRM
policy offload). When enabled, IPsec packet operations can be offloaded
by the function of the port, which includes crypto operation
(Encrypt/Decrypt), IPsec encapsulation and XFRM state and policy
offload.

Example of a PCI VF port which supports IPsec packet offloads:

$ devlink port show pci/0000:06:00.0/1
    pci/0000:06:00.0/1: type eth netdev enp6s0pf0vf0 flavour pcivf pfnum 0 vfnum 0
        function:
        hw_addr 00:00:00:00:00:00 roce enable ipsec_packet disable

Expose port function commands to enable / disable IPsec crypto offloads,
