Add the option and description of DISABLE_IPV6 to modify the behavior of aria2c. The default is how it has previously been done, with ipv6 disabled. I don't know why it was done that way, so I made the minimum change necessary.

list "edge" as a target BRANCH and list missing build option ( #170 )

* list "edge" as a target BRANCH and list missing build option
`edge` is used by a few boards instead of/in addition to `dev`, so listing it would be useful
`NO_APT_CACHER` is a build option printed as a warning when building within a container, so it should be listed in documentation
* replace `dev` with `edge`

* capitalize APT
as it is capitalized in APT's own docs and resources
