Igor Pecovnik 577ebcff5f Refine HIDE_NO_UPDATE behavior for debs-beta sync 
- Always sync to debs-beta regardless of HIDE_NO_UPDATE setting
- Move debs-beta sync before early exit to ensure it runs even when hiding no-update jobs
- Properly scope GITHUB_STEP_SUMMARY writes inside conditional blocks
- Skip summary entirely when HIDE_NO_UPDATE is true and no update needed
