linux (RPi): enable ARM_MODULE_PLTS
...
ARM_MODULE_PLTS defaults to "y" since kernel 4.18 and is also
enabled in RPi kernels.
Disabling that option causes module load failures with "relocation
28 out of range" when lots of stuff is built into the kernel, eg
when enabling KASAN or other code instrumentation.

mesa: add patch to fix YUV to RGB conversion

This adds a patch to mesa that fixes color space conversion for
lima GPUs and allows to drop a kodi hack that was need to allow
SW decoing on mali 4xx GPUs for Rockchip.
