Scott Wood d818d7ec8b [POWERPC] bootwrapper: CONFIG_ -> CONFIG_DEVICE_TREE ...

A usage of CONFIG_DEVICE_TREE got accidentally truncated; this
fix allows out-of-tree dts files to work.
