Jeff Kirsher cdd80bd4ee tile: Move the Tilera driver ...

Move the Tilera driver into drivers/net/ethernet/tile and
make the necessary Kconfig and Makefile changes.

Updated the Kconfig so that the options defualt to y if TILE kernel.
