Markos Chandras dd2adea415 MIPS: lib: memset: Clean up some MIPS{EL,EB} ifdefery ...

The toolchain defines exactly one of __MIPSEB__ and
__MIPSEL__. As a result, simplify the ifdefery a little bit.
