Kyle McMartin 4fb11781a0 parisc: kill WARN in free_initmem when DEBUG_KERNEL ...

Doing an IPI with local interrupts off triggers a warning. We
don't need to be quite so ridiculously paranoid. Also, clean up
a bit of the code a little.
