Jie Zhang 3aee91bafe Blackfin arch: fix 2 bugs related to debug ...

- unable to single step over emuexcpt instruction
 - gdbproxy goes into infinite loop when doing gdb does "next" over
   "emuexcpt"

Don't decrement PC after software breakpoint.
