Internally we switched to using a separate header for
atombios pplib definitions. Switch over the open source
driver.

This adds dpm support for SI asics. This includes:
- dynamic engine clock scaling
- dynamic memory clock scaling
- dynamic voltage scaling
- dynamic pcie gen1/gen2/gen3 switching
- power containment
- shader power scaling
Set radeon.dpm=1 to enable.

The BSD ringbuffer support that is landing in this branch
significantly conflicts with the Ironlake PIPE_CONTROL fix on master,
and requires it to be tested successfully anyway.
This change makes the array larger, "MAX_SUPPORTED_TV_TIMING_V1_2" is 3
and the original size "MAX_SUPPORTED_TV_TIMING" is 2.
Also there were checks that were off by one.

This populates the connectors with HPD (Hot Plug Detect)
information. This will be used in subsequent patches
for automatic digital monitor connect/disconnect handling.
