blk-mq: make __blk_mq_stop_hw_queues static

Making __blk_mq_stop_hw_queues static fixes sparse warning:

  block/blk-mq.c:6: warning: symbol '__blk_mq_stop_hw_queues' was not
  declared. Should it be static?
