Zhao Lei 7a1ad744f2 common: fix "utility required warning" with empty utility name
In generic/019, if we hadn't install fio, we will get following output:

 generic/019      [not run]  utility required, skipped this test <- *
 Not run: generic/019
 Passed all 0 tests

When fio is not installed, "$FIO_PROG" is set to blank, and
_require_fio() call _require_command() with none arguments.

This patch fixed all misuse of _require_command(), add 2nd argument
to let _require_command() output right message, and add quotes to
first argument to avoid argument shifting.

Josef Bacik 5d0153d9fd btrfs: use _nocheck for btrfs/011 and btrfs/012
These two tests blow up on the scratch test, but 011 leaves the devices in a
state where the first scratch dev is no longer part of any file system and 012
leaves the scratch dev as an ext4 file system.  Thanks,

Josef Bacik 0c6fb9f3ac xfstests: use -F for mkfs.ext4 in btrfs/012
I noticed this test was hanging because mkfs.ext4 wanted to make sure it was ok
to mkfs an entire device.  We need -F so it doesn't ask this question.  Thanks,
