Wrong value is passed to _require_fs_space, which should be in unit
of kilobyte(1024), but passed in unit of gigabyte(1024^3).

The check script requires that it be run as root, so adding
individualized checks for this in each teat is not needed.

In generic/019, if we hadn't install fio, we will get following output:
generic/019 [not run] utility required, skipped this test <- *
Not run: generic/019
Passed all 0 tests
When fio is not installed, "$FIO_PROG" is set to blank, and
_require_fio() call _require_command() with none arguments.
This patch fixed all misuse of _require_command(), add 2nd argument
to let _require_command() output right message, and add quotes to
first argument to avoid argument shifting.

The following kernel commit introduced the bug:
51f395ad btrfs: Use right extent length when inserting overlap extent map.
When btrfs commit race with btrfs_get_extent(), merge_extent_mapping()
may build up a new extent which length overflows and cause extent map
insert fail, causing the caller get a -EEXIST error.
This regression is fixed by the following patches:
btrfs: Fix and enhance merge_extent_mapping() to insert best fitted extent map
btrfs: Fix the wrong condition judgment about subset extent map
