Add a new helper to check if extended attributes are supported. It
errors out if any of the attr tools are not found, or if a filesystem
does not support setting attributes.
Remove the opencoded checks for the attr tools from various tests
now that we do them in common code.

Tests 136 and 206 rely on mkfs.xfs output.
136 test was currently broken with hardcoded mkfs.xfs output (that
contained for example meta-data=/dev/sda8). Drop that part from
output.
Ignore projid32bit output existence for test 206.

While most tests use /bin/sh, they are dependent on /bin/sh being a
bash shell. Convert all the tests to execute via /bin/bash as it is
much, much simpler than trying to debug and remove all the bashisms
throughout the test code.

It turns out lsqa.pl nees the test number and description first in the
file, so move the GPL boilerplates below it.
Also remove acouple of cases where we have one full copyright line + gpl
boilerplate before the description and another copyright line after
the description.

One of the big cpu time consumers when running xfsqa on UML
is forking of new processes. when looping lots of times,
using 'expr' to calculate the loop counter increment means
we fork at least once every loop. using shell builtins means
that we don't fork and many tests run substantially faster.
Some tests are even runnable with this modification. e.g. 110
went from taking 4500s to run down to 9s with the loop iterators
changed to avoid forking.

Do some EA and extent interaction at different formats due to different
number of extents and EAs.
It showed up the current attr2 bug.
With the proposed patch this doesn't happen.
