Scripted conversion, see script in initial SPDX license commit
message. Many files required touch-ups after the script had run
because of the old and widely different formats. most touchups were
to remove excess empty comment lines the script left behind.

Replace every explicit mount/umount of scratch or test devices with
helper functions. This allows the next patch to add in hooks to these
functions in order to set up & tear down overlayfs on every mount/umount
(also adds _test_unmount(), which didn't exist prior)

After the re-factor, common.* have been renamed to common/* but there
are several files still look for the old path, fix it.

Back many years ago, the owner field was used to email the test
owner when auto-qa failed that test. It is not needed anymore - if
you want to know who wrote the test, look it up in git....
Script used was:
$ sed -i -e "/^# creator/d" -e "/^owner/d" [0-3][0-9][0-9]

A new test is using /bin/sh and failing on debian. Clean it up and all the
remaining uses of /bin/sh.
