Many tests claimed (via _supported_os) to work on both Linux and IRIX.
Since IRIX is no longer supported by xfstests, update these to claim
Linux support only. Then remove any obvious IRIX-specific logic in the
tests, and any IRIX-specific golden output files.

Replace every explicit mount/umount of scratch or test devices with
helper functions. This allows the next patch to add in hooks to these
functions in order to set up & tear down overlayfs on every mount/umount
(also adds _test_unmount(), which didn't exist prior)

This test checks block usage on quota inodes based on the inode number
values stored in the superblock. Version 5 superblocks (crc=1) have an
independent project quota inode field to support concurrent group and
project quotas. Older superblocks do not have the pquotino field. The
gquotino field is reused for project quotas.
The test currently unconditionally uses the pquotino field to determine
the project quota inode. This causes failures on pre-v5 superblocks as
the test queries the block usage of an incorrect inode number. Update
the test to use gquotino as the project quota inode on such filesystems.

Commit b8cac56 ("xfs/007: add project quota Q_XQUOTARM test") has
been broken since it was added - the new code checked the group
quota inode rather than the project quota inode and so always
reported a pre-RM block count of zero. This occurred due to a copy
and paste of the existing user/group test code and didn't fix up all
the code properly.
Factor the common code into a single function, and pass in the
correct variables the tests require. While there, make sure that we
remove the 007.full file before the test starts to aid future
debugging and also check that project quotas are supported before
trying to test them.

The Q_XQUOTARM quotactl was not working properly, because
we weren't passing in proper flags. The xfs_fs_set_xstate()
ioctl handler used the same flags for Q_XQUOTAON/OFF as
well as Q_XQUOTARM, but Q_XQUOTAON/OFF look for
XFS_UQUOTA_ACCT, XFS_UQUOTA_ENFD, XFS_GQUOTA_ACCT etc,
i.e. quota type + state, while Q_XQUOTARM looks only for
the type of quota, i.e. XFS_DQ_USER, XFS_DQ_GROUP etc.
Unfortunately these flag spaces overlap a bit, so we
got semi-random results for Q_XQUOTARM; i.e. the value
for XFS_DQ_USER == XFS_UQUOTA_ACCT, etc. yeargh.
Anyway, here's a simple test that demonstrates it,
kernel patch to fix it will follow.
