fstests only supports Linux, so get rid of this unnecessary predicate.

The tests _require_test_lsattr, but don't actually use lsattr. They
use chattr +i/-i, so require the appropriate command.
_require_test_lsattr checks the FS_IOC_GETFLAGS ioctl on a directory
and that is not supported in overlayfs. _require_chattr checks the
ioctl on a file, which is supported in overlayfs, so this change
makes the tests run and pass on overlayfs.

As of 4.8 we can receive EPERM (instead of EACCES) for attempts to
reflink/dedupe to an immutable file. Fix this up so that we accept
either answer.

variables to reduce visual clutter, and other minor fixes to make the
first batch of tests more closely resemble the second round tests.

NFS uses 32K blocks and thus the numbers used for sanity checking
various reflink operations are way off. Change to relative margings
and increase them a bit to make NFS happy.
