Previously _scratch_mount didn't check the mount status and most
tests continue to run even if the mount failed (unless test checks
for the mount status explicitly). This would result in running tests
on the underlying filesystem (usually rootfs) and implicit test
failures, and such failures can be annoying and are usually hard to
debug.
Now _fail test by default if _scratch_mount failed and introduce
_try_scratch_mount for tests that need to check mount results
themselves.

1) Introduce _require_no_xfs_bug_on_assert helper to check if XFS is
built with CONFIG_XFS_ASSERT_FATAL, and call _require_no_xfs_debug
if bug_on_assert is not available.
2) Apply _require_no_xfs_bug_on_assert in xfs/098 and xfs/115.
3) Move filter_xfs_dmesg from xfs/098 to common/filter, and rename
it as _filter_assert_dmesg.

It's common to get and set the values of fields in XFS super block,
so factor them out as scratch_xfs_[get|set]_sb_field, reimplement
them based on _scratch_xfs_[get|set]_metadata_field, and update the
related test cases accordingly.
Also move _scratch_xfs_[get|set]_metadata_field from common/fuzzy to
common/xfs.

Back when I created common/populate, I thought it was sufficient to
_require the tools that the populate functions need in the main
file. This turned out to be a bit sloppy, so move them into a
helper function and call it from everything that uses populate.

xfs_db requires us to pass in the log device, if any; this can be
accomplished via _scratch_xfs_db_options (if we're operating on the
scratch device, anyway). However, many of the tests/xfs/ scripts
pass only $SCRATCH_DEV directly, so they'll fail if we test with an
external log. Fix that by adding a new _scratch_xfs_db helper.

1) use _repair_scratch_fs instead of xfs_repair
The obsolete xfs_repair always cleared the log regardless of
whether it is corrupted and current xfs_repair only cleared the
log when -L option is specified. xfs_repair -L option should be
used to clear it if xfs_repair failed to clear log.
2) catch non-zero return value instead of 2
It can be applied to both the old return value 1 and the new
return value 2
3) add filter_xfs_dmesg to ignore mount related warnings
If we corrupt log and mount on a CONFIG_XFS_WARN build, there
will be mount related warnings in dmesg as expected.

We have a wrapper around chattr to make sure people don't do the wrong thing on
their boxes, so we need to be able to specify CHATTR_PROG and have it actually
work, so replace all chattr calls with $CHATTR_PROG.

Targeted fuzzing tests which destroy various pieces of filesystem or
allocation group metadata; the tests look for (a) kernel detection of
corruption, (b) xfs_repair repair of said corruption, and (c)
post-repair fs usability.
