tests/xfs/044 was hand massaged to remove duplicate copyright and
divider lines before running the script.

The test uses a scratch device, so add _require_scratch so
the test will be skipped instead of failing when $SCRATCH_DEV
has not been specified.

Extend _require_xfs_io_command so that we can pass it a command line
argument to look for, and then use new capabililty in the relevant
tests to ensure that bmap knows how to dump CoW fork contents (bmap -c)
