The current btrfs/048 test-case did not check the behavior of
properties with options like compression and with the compression
level supplied.
Add test cases for compression with compression level as well so we
can be sure we don't regress there.

The recent commit 4529b20e1a ("btrfs/048: amend property validation
cases"), does not properly filter the scratch device because the error
messages are sent to stderr and not to stdout, and the pipe filter only
gets input from the stdout of the btrfs utility. We need to redirect the
stderr of the btrfs utility to its stdout.
Further, the golden output had the path "/mnt/scratch" hardcoded, instead
of using SCRATCH_MNT. Fix that as well.
The test was failing on any setup where the scratch device is not mounted
at "/mnt/scratch".

The option parser in the btrfs utility is going to be updated and
will accept arguments in a stricter form, namely that options must
come before their non-option argument. Otherwise eg. the -f option
in send would be understood as another path and not an option
leading to many test failures.
The canonical form should be:
btrfs command subcommand [-options] [arguments]

Rename _require_btrfs() to _require_btrfs_command() to avoid
confusion, as all other _require_btrfs_* has a quite clear suffix,
like _require_btrfs_mkfs_feature() or _require_btrfs_fs_feature().
Also enhance _require_btrfs_command() to accept 2nd level commands
or options.
Options will be determined by the first "-" char. This is quite
useful for case like "btrfs inspect-internal dump-tree" and "btrfs
check --qgroup-report".

Currently we're checking file system consistency on TEST_DEV after every
successful test run even though the TEST_DEV might not even be used in
that test.
Fix it by introducing _require_test to for the test ti indicate that
it's about to use TEST_DEV.
Also add _require_test to the new script so that this requirement is a
default.

There are about 198 tests which requires scratch_dev, but does not check
the file system consistency afterwards. Xfstests infrastructure does not
do it automatically, so fix it by running _check_scratch_fs() after
each test that _require_scratch.
Also remove all the _check_scratch_fs() calls that are not actually needed
and will be covered by the check script.
