eb01f28b04 gh_wrap_errors.py: make sure all output is processed 
The current select-based code to consume subprocess output on the fly
sometimes misses the end of the output. Rework it to consume mixed
stdout+stderr until the end of output instead.

c2b3e9ba72 Travis CI: build and install LibGPR/master 
Since we build the master branch of GNATCOLL, we also need the master
branch of LibGPR. Previously, we relied on the one shipped with GNAT
Community 2018, which is no longer an option since a recent GNATCOLL
change.
