Jerome Lambourg 50a80ca4f5 gpr2next: fix issue when reloading the tree

The build database is then re-created leading to an assertion while
it should be updated instead.

Found while looking at executable-dir test regression.

Fixes executable-dir, library-definitions, mains and object-directory tests.
