Make the comment and spec clearer.

- Create_Directory takes a Name and a Parent_Directory as parameter.

- Create takes a Path_Name only (no more Name). This was now not
  necessary and furthermore the reasons for this was not clear
  anymore.

Update environment test to use Parent_Directory.
