compilation toolchain module.
Major rewrite of the Toolchains package in preparation of I325-006:
* Introduce the notion of compiler, with an indefinite number of languages
* Improve the retrieval of information from gprconfig
* For every tool/compiler, allow to determine if the value is a default one.
