SB12-002: Use Native Dialogs when browsing files

There is an issue with non-native dialogs on Windows:
They freeze GS. So for a quick fix, use the native dialogs pref.

S221-034: New icons for GPS message dialogs

The Gtkada.Dialogs.Message_Dialog function uses old XPM icons which
are quite ugly: instead, we now use the GPS_Message_Dialog funtion that
uses new modern icons for confirmation/information/warning/error dialogs.

Minor reorganization of the dialog-support packages

Dialogs should all extra GPS_Dialog for consistency, so std_dialogs.ad?
was moved into kernel/src
Move dialog-related subprograms from gps-kernel-mdi to std_dialogs for
consistency.
Review the API so that users can more easily create custom dialog, in
particular not limited to one or two checkboxes, while making it easy to
create consistent-looking dialogs.
